Before that, Soto served 15 years in prison for strangling a homeless man under the Columbus Boulevard overpass over the Conlon-Whitehead Highway in Hartford in 1994. The guy had already served 15 years in the joint for murder, so I'm sure he knew the law of the jungle there.
