Is it possible that the state actor was and is known but that it would be politically incorrect or politically damaging to name it? Pakistan perhaps?

The thing that offers the highest political expedience in the face of a terror attack is simply to declare some American responsible, and then discard him/her/them.

That is, unless the attack really was perpetrated by American individuals with no outside help, i.e. Unabomber, Ayers, etc. In that case, they’ll be freed or imprisoned.

Timothy McVeigh? My guess is that if they REALLY looked into it, they would have discovered that he had muzzie help. But THEN they would be responsible to “take it” to a foreign power, and that might mean something nasty like a war, which is politically risky.

So they just killed him, and in a hurry, too. Same here.
