Under federal law the AT-4 shoulder-mounted rocket launcher is not a controlled item. It doesn’t even come close to fitting the definition of a firearm under 18USC CH44 921, or as either a firearm or destructive device under 26USC CH53 5845.

It’s findings like this that give credence that the reputed the “toy rocket” launches (which have never been fully investigated) at the airport may indeed be something else.

Prosecutors said there are no state charges for having the unarmed launcher So, being "unarmed" is is probly just a spent tube. In other words it is a fancy hunk of pipe?
Because an actual live launcher would have BATFE(ces) on it like flies on "honey."
