Where did the “Emergency Recall” come from? The linked article says nothing about an emergency recall. It simply states there is a conference which they intend to make an annual affair. Why are you making up a title and being an alarmist inserting things that are not even implied?
The correct title is “First-ever Heads of Missions Conference at the MFA”.

In my experience, every Ambassador to the US would consider a recall with 72 hour notice to be an “Emergency’.
Of course, it would be announced as it would be noticed when all the Ambassadors and Consul Generals went to the airport after canceling meetings. Thus the press release make sense.
Just getting reservations on a major holiday can be difficult, much more difficult in a 72 hour time frame.

There have been some hints of attacking Iran after Christmas.
