Defense Secretary Robert M. Gates has proposed a major overhaul of the way the Pentagon and State Department do nation-building, seeking to end friction between the bureaucracies by putting them jointly in charge of three huge new funds aimed at stabilizing strife-ridden countries.
The proposal is aimed at addressing problems that have dogged the U.S. effort in Iraq and Afghanistan -- particularly, disputes over whether civilians or the better-funded military should be in charge of stabilization.
But Gates's proposal goes beyond those conflicts to address what the military increasingly sees as the greatest threat to the United States -- failing states such as Yemen and Somalia that could provide a haven for terrorist groups.

The bloated bureaucracy always has a need for internal coordination; it is a chronic problem that has existed for at least 150 years. It will not go away.
I would like to see a policy that we help countries that are helping themselves by supporting internal governments based on free enterprise and principles of democracy. Just about 100% of the time when we give dollars to a dictatorship, Marxist, communist, socialist country it yields complaints that we have not given them enough. Just look at the UN and its demands for reparations in connection with the global warming fraud! And, they continue to hate the USA.
Democrats support this failed policy because they have disordered minds. Republicans do it to appease Democrats.
Giving the State Department a bigger say is a huge mistake....they are infested with liberals.
We need some “Nation Saving” right here.
Maybe Gates should be worrying about conserving funds to avoid an unstable USA?
Most of these knuckleheads don’t realize how precarious our nation’s stability is.
Right. We are pulling out of Afghanistan. We surrendered. Why invest in a future terrorist state?
In Other news: The Taliban and Al Queda are laughing their butts off, knowing that they can steal most of that money and use it against us.
Gates should know better.
Well, that is real interestin’. Maybe Gates oughta be Sec of State.
