DOTHAN, Ala. -- The mayor of the southeast Alabama town Taylor and a female companion have been arrested and charged with public lewdness after allegedly engaging in a sex act in a car parked at a Waffle House restaurant. The Dothan Eagle reporter that Taylor's 56-year-old Mayor Joel H. Napier and 34-year-old Cynthie Michelle Casper were observed in a state of undress in a 2008 Nissan Maxima at about 1:30 a.m. Wednesday at a Waffle House on Ross Clark Circle in Dothan.

Interim Dothan Police Chief Larry Draughon said an officer witnessed the couple in the front seat of the car. Draughon said the couple was in "full view" of customers inside the restaurant.

Both Napier and Casper were released from jail on $500 bonds Wednesday morning.
