I’ve seen rockets fired from arab-occupied territories that do this when something goes wrong, like a bent stabilizer.
The spiral really isn’t a spiral, it’s a circling rocket and looks like a spiral because the rocket is either moving toward you or away from you in an even “cork screw” pattern, laid on it’s side.
Crappy Iranian rockets, crappy Russian rockets, same result, just bigger.

My guess is that this report and the photograph are not of a missile. The formation too regular, it lasted way too long, and the reported sequence doesn’t sound like a missile launch.
