I agree, at least, mainly “our side” maintains its guns. If Obama goes this route on global warming, why would he not enter into similar agreements on gun ownership?

We also have the Constitution itself:

Article 1, Section 7: All Bills for raising Revenue shall originate in the House of Representatives.

There is no stroke of the pen, law of the land in this case.
