The thing is, this appointment did not come from the top down. This woman would have been elected by a) the clergy of the Diocese and b) the lay representatives of the various parishes, voting as two houses with a majority of each needed for election. Then at least (IIRC) 2/3 of the other Dioceses’ Standing Committees must concur.

I heard that there was a segment of the church trying to break away from the more liberal kooks, is that true and do you have info on that please.?

But, doesn’t this election have to be ratified by the House of Bishops? The action of that body will be quite telling.
