WASHINGTON--The U.S. Environmental Protection Agency will early next week, possibly as soon as Monday, officially declare carbon dioxide a public danger, a trigger that could mean regulation for emitters across the economy, according to several people close to the matter.
Such an "endangerment" decision is necessary for the EPA to move ahead early next year with new emission standards for cars. EPA Administrator Lisa Jackson has said it could also mean large emitters such as power stations, cement kilns, crude-oil refineries and chemical plants would have to curb their greenhouse gas output.
The announcement would also give President Barack Obama and his climate envoy negotiating leverage at a global climate summit starting next week in Copenhagen, Denmark and increase pressure on Congress to pass a climate bill that would modify the price of polluting.
While environmentalists celebrate EPA's authority to regulate greenhouse gases, it has caused many large emitters to cringe at the potential costs of compliance.
According to a preliminary endangerment finding published in April, EPA scientists fear that man-made carbon dioxide and other greenhouse gases are contributing to a warming of the global climate. Senior EPA officials said in November the agency would likely make a final decision in December around the time of the summit.
Joe Mendelson, Global Warming Policy Director for National Wildlife Federation, said the endangerment decision, would happen at "absolutely the right time."
"With House legislation passed, a bipartisan Senate bill in the works, and strong EPA action a virtual certainty, the president goes to Copenhagen with a very strong hand to play," Mr. Mendelson said.
The EPA declaration would also ratchet up the pressure on U.S. lawmakers to pass legislation that analysts say would cut emissions in a more economically efficient way. Although the House has passed a climate bill, movement of similar

"The EPA's Ms. Jackson and President Obama's energy and climate czar Carol Browner have said they would prefer Congress to take action but are prepared to move ahead in the absence of lawmakers crafting their own law".

What a hoot. The Earth’s plant life needs to do a 9/12 march on DC and the EPA.
300 Million plus humans spew out CO2 at a never ending rate. What is the EPA going to do to humans? Tax us for spewing CO2? Will the gov make us wear a monitor tracking how many exhales we make and if we exceed the gov’s daily allowance, will we be sent of to the Gov’s version of Auschwitz?
Well I’m poised to declare the EPA a hazard to world health.
I'm guessing we'll soon be told that "second-hand CO2" is even worse.
Ammunition releases CO2 when it fires.
National Wildlife Federation? Oh, gees. LOLOLOLOLOLOL
I'm sure anybody who has smelt Lisa's breath would agree that the CO2 she exhales is indeed a pollutant.
Panic by the EPA .. their house of cards is crashing down all around and they can’t think of anything else to do but lash out willy-nilly with whatever they’ve got left in their empty arsenal of rhetoric
“300 Million plus humans spew out CO2 at a never ending rate.”
Soooo....will Obama cut down on the tiresome speeches?
Does this mean we can’t exhale, or just that the scumbags will tax us when we do?
Uh, wildlife releases CO2. Maybe all wildlife should be taken down.
No, they will make up a proxy measurement which will turn out to be grossly inflated, but not before it has served its purpose, which is, of course, to send us to EPA Auschwitz.
Dont let the MSM win this.
Show everybody you know (best ClimateGate clips):
I have posted before that the EPA is an agency run a muck.
It has already done terrible harm to our country.
It has destroyed the lumber business on the west coast, severely damaged the automobile and truck business, on and on.
But this is the most dangerous of all. This is a danger to our freedom beyond anything else ever proposed.
For instance, it gives the EPA the power to control every piece of equipment in the country. Lawn mowers, boats, farm equipment, emergency generators, electrical applianced (because electricity is manufactured with co2 producing equipment.
Cattle, house pets, birth control; what is left?
Someone already made the joke “eat the dog”.
This can not be allowed. We have real live nut cases running our government.
Please, come to Alaska and tell the huge majority of us who heat our homes with wood that we need to stop spewing CO2 pollution and start using an alternative source of energy.
Here’s what I think is happening: Obama and the left has found another way to control the population. It’s a glacial slow coup d’etat, like the Bolsheviks taking over the country, but they’re doing it so slowly that most of us don’t notice. Everything that combusts a fuel produces C02 - therefore, individuals can be controlled. And folks need health care... and college loans are now controlled by the government, something which passed by practically without comment... and most mortgages are now under government control... yep, there’s a pattern here. And that’s just what has been done in the past year. Instead of storming the palace, the left has decided to spend years getting to know those in power, and slowly, over decades, put in place a little thing here and a little thing there, and now we’re at the end game - the elites with their dachas and Lear jets headed to Copenhagen, while the peasants lose their jobs and get taxed into poverty.
Uh....yes.
They are poised to shove this up our @$$e$ by any means necessary. Congress has the authority to regulate the EPA, yet with the Rat Congress who is just as eager to destroy the US, it is unlikely that they will overrule the EPA.
