NEW DELHI - India will not accept a legally binding emission cut nor a peak year of carbon emissions at the global climate talks in Copenhagen, Environment Minister Jairam Ramesh said on Thursday.
"There is no question of India accepting a legally binding emission reduction cut," he told parliament, laying out India's negotiating position ahead of the December talks.

"India would however accept international verification of reductions if supported by financing and technology transfers." In other words, show us the money. The con game continues.

It sounds to me like the Indians have said that they'd be glad to take the money, but won't commit to any specific emissions targets, just some meaningless and toothless UN-sponsored “monitoring.”

Not really. The BRIC nations know the US and Europe can't afford the kind of financing they're demanding. It's just another way of saying they won't accept carbon limits while trying not to appear completely hostile to the the UN and the AGW crowd.

We (US an EU) can’t affort half of what we spend on EVERYTHING, but we spend it anyway. And they know it.
I’m not so sure they think we *won’t* be stupid enough to hand them the technology PLUS the money to implement it.
But as you point out, if we don’t that’s OK for them too.
From their POV, it’s win-win.

What India demands is “technology transfers” and “investments” in nuclear and clean coal type energy sources.

You seem a bit uninformed on South East Asia.
India is a powerhouse. They don’t care for donations - unlike Pakistan and others. What they want is foreign direct investments and technology transfers (nuclear, clean coal and others).
You should read this article. It points out US aid to India is a measly $81 million whereas Pakistan and other countries get many Billions. The $81 million aid goes to women’s programs and education programs.

US aid to India is a measly $81 million whereas Pakistan and other countries get many Billions. I've been doing direct business with India and other S.E. Asian countries (Thailand & Sri Lanka)for 30 years so I'm pretty familiar with their economic development and independence.
I have a lot of respect for India. I truly hope your interpretation is the correct one. Free democratic countries of the world will owe a great debt to any nation that can derail the Copenhagen fraud.
