"India would however accept international verification of reductions if supported by financing and technology transfers." In other words, show us the money. The con game continues.

It sounds to me like the Indians have said that they'd be glad to take the money, but won't commit to any specific emissions targets, just some meaningless and toothless UN-sponsored “monitoring.”

Not really. The BRIC nations know the US and Europe can't afford the kind of financing they're demanding. It's just another way of saying they won't accept carbon limits while trying not to appear completely hostile to the the UN and the AGW crowd.

You seem a bit uninformed on South East Asia.
India is a powerhouse. They don’t care for donations - unlike Pakistan and others. What they want is foreign direct investments and technology transfers (nuclear, clean coal and others).
You should read this article. It points out US aid to India is a measly $81 million whereas Pakistan and other countries get many Billions. The $81 million aid goes to women’s programs and education programs.
