Back in the 1970s there was a civilian that made a set of wings almost exactly like that, they didn't work well at all and he had to have a parachute in order to stay alive when he landed, otherwise, "SPLAT". I don't think those dinky a**ed wings will generate in lift at all. The parachutes(actual chutes)they use today are capable of gliding 50 miles to a target as it gradually descends.
I call BS on these wings, which aren't a parachute at all.
