Here's the rationale straight from the man. Governor Haley Barbour Statement on HB 803 Veto.
From the Bill of Rights of the United States Constitution to the original State Constitution in 1817, the taking of private property for public use has been recognized as an undesirable but necessary power for the good of the citizens. The Fifth Amendment of the U.S. Constitution contains federal provisions relative to the taking of private property.
Before private property can be taken by eminent domain under the Mississippi Major Economic Impact Act (MEIA), the States main program for recruiting large job creation projects like Nissan and Toyota, approval has to be given by several government entities.
He painstakingly "fenced in" the use of eminent domain in this process. IMO, he convincingly makes the case his approach was better than the bill given to him.

She would if she had two choices that were fairly liberal. It isn't like SCOTUS nominees where the president picks his own nominee, a list of choices are selected by a panel and the governor chooses from among that list.

The [conservative] group didn't really approve of either finalist and believes the Judicial Council should allow Palin to pick from all qualified applicants, Minnery said. The Judicial Council's bylaws direct them to nominate the "most qualified." Former Gov. Frank Murkowski once rejected all three nominees sent to him, then, when the council wouldn't send him more names, appointed from the list.

Still don’t think Sarah is ready for that top of the ticket without more seasoning and/or experience, but would love to see her run for Veep again with Dick Cheney in the top spot.
For that I’d raise FOUR million, lol.
