The levees and MR-GO were designed, built and maintained by the US Army Corps of Engineers and they accepted responsibility for the failure of the levees and now they must accept responsibility for MR-GO.
Looks like you are on the hook for the cash as the Corps has been found to be responsible.

And to your earlier post which I never got around to responding.
New Orleans and the surrounding parishes are more corrupt and dysfunctional than anyone on the outside can imagine and more corrupt and dysfunctional than anyone on the inside can see.
However, that has little to do with the levees failing or the MR-GO’s contribution to the area's flooding.
Interestingly, MR-GO is a prime example of a Federal public works project being forced on an area despite the state and local officials as well as a public objected to the Federal Government's dictate.
And for some reason, in this one case, many conservatives seem to want to side with the Feds over the people of Louisiana who for the last 45 years not only objected the MR-GO but predicted exactly what would occur if a hurricane were to hit the area.
And speaking of that corruption.

No surprise at all.
Those who live in Jefferson, St. Bernard, St. Tammany, Plaquemines, St. Charles parishes love to point to Orleans and laugh about the corruption, but the truth is they are all corrupt, so corrupt that they are more like Latin America than they are any place in the USA.
Except North Carolina. They have got us Louisianans beat a mile.
Thanks Trumandogz. The army Corp of Engineers used to be well thought of. Looks like that has changed, at least in New Orleans.

The COE certainly deserves some blame for their actions, but there were others to blame as well. Two articles from 2005 (sorry, no links) would seem to point a finger at environmentalists putting the kibosh to a COE plan to build floodgates at two strategic locations to prevent the flooding that occurred with Katrina. A Federal Court ordered another prohibitively expensive and time-consuming environmnetal impact study, when the project was in start-up.

As a taxpayer, I am going to have a very difficult time paying for anything in that cluster-#^(%, known as New Orleans.
Yes, but those environmentalists are not the Federal Government and it is the Federal Government that forced MR-GO on to the people of South Louisiana.
The US Army Corps of Engineers’ MR-GO not only caused the erosion of wetlands, but also acted as a funnel to bring storm surge into the Lower 9th Ward and St, Bernard Parish.
Thus is was the Feds, with the poorly designed and constructed levees and MR-GO project, that caused the destruction of New Orleans and St. Bernard Parish and it is the American Taxpayer that holds the liability for the disaster.
