"At 0230?" I didn't even notice the time. But, that makes it even more peculiar. These are really two multi-lane parkways, especially Suitland. What is a guy doing at that intersection at that time of the morning? Unless of course he's drunk and wondering aimlessly. There's a train station right there at that intersection, and just a few hundred feet away, there's a huge urban nightclub as well.

At 0230? A large intersection in the dark and the type of people who hang out or live in the area are prone to ignore traffic signals.
There is no or little lighting on that part of the Parkway.
