WASHINGTON — A 5.7-millimeter pistol used in the Fort Hood shooting was purchased legally by suspect Nidal Hasan at a Texas gun shop, law enforcement officials said Friday.
Army Col. John Rossi, deputy commander at Fort Hood, confirmed at a news conference late Friday in Texas that the two weapons carried by Hasan were not military arms, but "privately owned weapons ... purchased locally."
He said more than 100 rounds were fired during the attack.
Records indicate Hasan bought the FN 5.7 at store called "Guns Galore" in Killeen, Texas, in recent months and that gun was used in the attack that left 13 people dead, one of the officials said. The pistol has been dubbed a "cop killer" by those who have tried to stop its use.
The law enforcement officials spoke on condition of anonymity because they were not authorized to discuss the case.

Euro round, yeah. I may be wrong, but I’m pretty sure FN handguns are manufactured stateside. Back when I was shopping for handguns, USA made was one of my top criteria. Ended up with a P220 and an XDM in the end, love both of them, but they’re not American made

Yeah, I probably should have used "NATO" (which comes in 5.56, 7.62 and 9mm), and should just have said, standard full-metal jacketed round.
But, your comments about the "blue ballistic tip" would indicate that he may have been using ammunition known as SS197SR, which is a hollow-point, and NOT armor-piercing and that is legal here in the US (and most other countries).
Armor-piercing ammunition, in my experience, always has a black tip, per NATO specifications. Here's what Wiki says...

I believe the parts for the XDM are made in Croatia but the guns are constructed at the Springfield Armory plant in the USA.

I remember receiving a Natchez Shooter Supply catalog in the mail last year and they listed 5.7 AP ammo for sale. I found it strange at the time, because I think it would be illegal to buy the ammo in AP flavor if you own either the pistol or the P-90.

The empirical evidence at Ft Hood would belie that assumption.
No, the empirical evidence at Fort Hood shows that it sucks rocks when used against unarmored personnel. He scored about 80 hits out of 100 rounds fired from the FN, but only managed 13 kills and sent 40-some people to the hospital. The rest of his hits were grazes and very minor wounds treated on scene.
If he’d used a conventional 9mm, he would have made more kills and more serious wounds. The 5.7 doesn’t expand well and it just doesn’t have the kinetic energy.

He couldn't get that either. First, it's not a US military standard issue pistol or round. Some special units might have a few and could purchase the AP ammo, as can police departments.
But it's unlikely in the extreme that he, or I, since I live closer to Guns Galore than he did, could purchase such ammunition.
Optional magazines hold 30, but are likely rarer than .380 ammo on January 20th.
The NATO round is the armor piercing round. That's restricted to military and police. US military, except perhaps a few special units, don't use the pistol or the carbine, and thus don't have the ammo either. Police could get it of course.
But if you are going after unarmed "Soft" targets, like any Gooo Jihdie does, you'd rather have ballistic tip or the civilian version of FMJ (no penatrator).
Hasan could have had a source for things
that you are not permitted to buy.
There is a ballistic tip round, which would tend to act like a hollow point. Don't know how well it works, but the bullet is from Hornady, so it probably works pretty well. We can be glad he likely did not have those.
Bullet weight and muzzle velocity are not that much different from .22 WMR. 5.7 is a little faster out of a little shorter barrel, bullet weight is or can be, the same.
Possible, but not neccessary, and even counter productive, for a Good Muslim going after unarmed, and un-armored victims.
