I suppose. But it's a very casual way of greeting before going into serious remarks. Probably, it was not his intent to cause offense. But saying, "I'd like to give a shout-out to..." before announcing a tragedy just doesn't sound fitting for the office is all.

I'm proudly part Native American, but hearing Zero praise the conference and everyone else that fed his personal agenda before addressing the murders at Ft. Hood is really disgusting.

Thanks for the correction! I will admit that I wasn’t paying close enough attention to Dear Leader’s remarks as I was also freeping, talking to my cousin whose son is at Ft. Hood, and seriously struggling to keep my jaw from hitting the ground as I watched him give ‘shout outs’ to his staff and the conference organizers :-)
I just reviewed the video...you are right he did say “Congressional Medal of Honor,” and yes Mr. Joe Medicine Crow is instead the recipient of a “Congressional Gold Medal.” Wowsa, BO is disgustingly clueless.
