Once a bill has been passed by a conference committee, it goes directly to the floor of both houses for a vote, and is not open to further amendment. In the first house to consider the conference, a Member may move to recommit the bill to the conference committee. But once the first house has passed the conference report, the conference committee is dissolved, and the second house to act can no longer recommit the bill to conference.
Conference reports are privileged. And in the Senate, a motion to proceed to a conference report is not debatable, although Senators can generally filibuster the conference report itself. The Congressional Budget Act of 1974 limits debate on conference reports on budget resolutions and budget reconciliation bills to 10 hours in the Senate, so Senators cannot filibuster those conference reports.
Every trick in the book should be utilized here, no holds barred. This is a very critical bill. It’s negative impact on our nation is assured, if it passes. God save the Republic.
IMO, the good Congress giveth, and the good Congress taketh away.
They can undo this bill any time they want. Taxes on businesses would have to be lowered again, so they could pick up where they left off. Either that or some mechanism would have to be provided so people could self-insure again.
It could be done. If the Dems can ram this up our -—es, we can ram the fix up theirs.

The Dems have already threatened "reconciliation," i.e. 51 votes. Bill Clinton told them that the details don't matter -- just pass something!
Clinton is right about them having to pass something (for Obama not them, Clinton made his own congress walk the plank) but I don't think reconciliation will help them do it. I have heard many democrats on MSNBC ruin the progressives day by telling them that reconciliation wont work for that type of reform. Bush used it for tax cuts, that's why they expire automatically.
I have been calling that the ‘empty gun on the table’. Progressives demand the Senate use it, every night on MSNBC. I think they want the Senate to completely change the Senate rules as republicans threatened to, to allow it to be passed.
The bigger threat is budget conference report which gives Blue Dogs cover to vote against it then.

They should play Kabuki music in the capitol. (I saw a live Kabuki preformance in Tokyo. The most memorable moment was when one of the characters stuck a sword through the wall, and a huge amount of blood came out from the hidden victim). "Cover" to vote for it or vote against it is one of the preposterous themes.

I’m just glad this won’t pass by up and up means. The Democrats are going to have to play games to shove it through, and even at that over the objections of their own party members.
Let it be remembered that the Republican party had no part in this.
If the vote is know beforehand and it’s clear the Republicans don’t have a chance, I would urge them to walk out and not participate in the vote.
Make it as clear as it possibly could be how this thing was passed, without Republican input, and over their unified objection as well as a number of Democrats.
When we get a new president, if he’s a Republican he better start on day one by absolutely trashing what this child has been up to for four or eight years.
If he/she doesn’t, they’ll have lost me on day two.

Now you are scaring me. I thank God every day it is not President McCain signing all this crap. Because president McCain would get some Republican votes in both houses
