If the kid were 18 it would be a different story or if she could prove conclusively that her life were in danger.

She claims that her father threatened her. The authorites investigated the claim and found it lacking: They asked the Dad if he was going to kill his daughter and he said "No."
She should be able to file for emancipation, if she is almost 18.

Her parents are members of a cult that teaches converts leaving the faith must be killed, and she is just such a convert. Additionally you have a 17 year old telling you that her life is in danger.
