CALIFORNIA´S GOVERNOR SIGNS LEGISLATION TO HELP TRACK AMMUNITION SALES (AB 962)
California Chronicle ^ | Oct 12, 2009 | California Chronicle

Sacramento, CA – Governor Arnold Schwarzenegger signed into law legislation that will help law enforcement officials track down and apprehend armed criminals and other prohibited persons. AB 962 by Assembly Member Kevin DeLeon (D-Los Angeles) had the support of law enforcement officials from across the state and was modeled after successful city ordinances, including the cities of Sacramento and Los Angeles. AB 962 was the Brady Campaign´s top priority bill in this year´s legislature.

The law requires maintenance of purchaser records by handgun ammunition vendors. Local law enforcement can use these records to find illegal guns.

"The purchase records will provide our police officers with yet another tool to track down and apprehend armed and dangerous criminals," said Paul Helmke, President of the Brady Campaign to Prevent Gun Violence.

The new law also requires the safe storage of handgun ammunition in stores and that all handgun ammunition sales be completed in face-to-face transactions. Sacramento and Los Angeles have had great success over the last few years with similar city ordinances. "Law enforcement officials in both cities have had great success in tracking down violent criminals who purchased ammunition in Sacramento and Los Angeles," said Ellen Boneparth, President of the California Brady Campaign Chapters. "Our California Brady Chapters were instrumental in urging cities to pass the local ordinances and getting strong support statewide for AB 962."

A 2006 study by the Rand Corporation on Los Angeles´ city ordinance showed 10,050 rounds of ammunition were purchased by prohibited persons in a period of just two months. The study concluded "…monitoring ammunition transactions may help reduce the supply of ammunition to criminals and the frequency of injuries from felonious gun assaults. Such a record can also provide information for generating leads on illegal firearm possession."

And to think it all started with an infringement of the 2nd Amendment, by denying the right to ex-cons. If that first step hadn't been taken, it would have been pretty difficult to get to the state of affairs we have today.

I've long said that if you want to see the destruction of your civil liberties is coming, watch what's being done to the hated and politically powerless. Everyone else cheers (at first), but it breaches the foundation of everyone's liberty.

An irony that in this case the only ones to continue have guns will be the ones who were not supposed to have them -- the criminals.

America -- a great idea, didn't last.

Wrecked...this state is wrecked. This is what happens when an entire nation sends its fruits and nuts to one state.

“Older shotgun ammo had brass casings, the plastic casings are a relatively recent development. The big question for a shotgun shell is that one end by definition isn’t sealed all that well and therefore is susceptible to moisture ingress. I don’t recall anyone finding old shotgun ammo and testing it, though”

Don’t forget the old paper shells. After brass and before plastic.

“The new law does not define what handgun ammo is. .22? .221 Fireball? .17?

There is a T/C setup for .223 Rem, that’s handgun ammo, right? .410, 7.62x39, and dozens of other rounds can be fired from commercially available handguns.”

Virtually ANY centerfire ammo can be classified as “pistol” ammo. It’s all according to how technical they want to be about. Virtually anything can be chambered to shoot in a single-shot pistol. This is why these ordinances are so dangerous.

Always fun to look at the U.P.S. guy when he lifts 70 pounds of Russian or Romanian ammo and delivers it for my wife.

On that link they talked about needing plaintiffs. The guy who lost both arms and the bank required his fingerprints would be a great plaintiff. Sorry for his loss of arms but he might work.

Neighbor has his special sniper shells in a 5000 pound vault with a dehumidifier in it.
So very cool, he used to go and shoot Armadillo on the runway at night with a 50 caliber with a night scope. Then with a bucket of sand on his golf cart he’d go and repair his divot.
:-)

Stockpile while you can.
Buy any ammo, in time it will be worth more than gold or water.
I can see it now, me stumblin around on street corners, hey, buddy, want to check out some ammo for sale?

Thanks - it is good to learn something I did not know.

BTW... we are overrun with anarchists here that want to turn the NW (including BC) into their own country called “Cascadia”.

Bloods,Crips and MS 13 will be deeply saddened !

No they won't! They'll be happy to report all purchased ammo, stolen ammo, reloaded ammo and stolen guns! While those who have guns legally, will be harassed!

I don’t know, they have left the question of what is handgun ammo up to the idiots in charge of enforcing it I think. Which means that they could put almost all ammo on the list if they wanted to. I will have to read it again.

“While those who have guns legally, will be harassed!”

Isn’t that the PRIMARY reason for all firearm and ammunition legislation ? These lawmakers are a prime example of “Stupid is as stupid does !”

New Jersey requires a FID card to buy handgun ammo. That includes .410 shot shell now because of the “ Judge”.

how long will ammunition stay good if stored well?

"Stored well", meaning sealed in a low-humidity, air-tight container which is kept from large temperature swings (eg, in a dry basement rather than in an attic) will keep for decades.

From what I’ve see of those suposed anarchists I think they’re confused. Anarchism is a political theory favoring the abolition of governments. Most of them seem more interested in communism.

This will mean long lines of heavily laden U-Haul trailers crossing the border from Nevada and Arizona.

Don't get upset. The author of this law is a jerk and left a fatal legal flaw in it, which was intentionally not brought to anyone's attention. This law will tossed as soon as it brought before a Federal judge. Nicely played Calguns Foundation.
