Police said the van's driver was in the country illegally. He was charged with reckless endangerment and driving without a license, police said. I can think of another charge, but then this is the People's Republic of Maryland.

Hmm... no mention of ethnicity of origin. However, “in country illegally” means the driver is probably not Lithuanian or Estonian.
Kind of like not mentioning party affiliation when the perp is a Democrat.
Anyway, the lesson seems to be never rent a ground floor apartment.
