Memo found in dumpster behind the Toronto offices of Davey Apps and Brock, Liberal brain trust:

Foolproof plan for returning Natural Governing Party to rightful place in Ottawa:

1. Blame Conservatives for causing worldwide meltdown. (Ignore overwhelming evidence to the contrary. Canadians don't pay close attention to complex issues like this)

2. Support budget but put government on probation, demanding quarterly report cards on which continued Liberal support will be contingent. (The financial situation is sure to continue deteriorating, ensuring decline on Conservative support and giving us the opportunity to highlight the failure of their efforts on a regular basis. No need to prepare a back-up plan on this one)

3. Demand rapid expenditure of stimulus money

4. Criticize rapid expenditure of stimulus money as precipitate and wasteful

5. Attack introduction of deficit spending

6. Demand more spending

7. Focus national attention on Employment Insurance crisis

8. Threaten election on EI issue. (NDP and Bloc support is guaranteed, ensuring government will be forced into a humiliating retreat as rage over EI becomes national crisis).

9. Keep a low profile through summer while continue election threats, putting heat on Tories. We can count on MI's high popularity ratings and distrust of Harper to keep spotlight on government while MI takes a breather)

10. Use opening of fall session to continue 3,4,5,6. Keep mum on alternatives. Overwhelming unpopularity of Harper government should ensure we get a bye on this. (In a pinch, declare Conservative budgeting untrustworthy and maintain "honest" budgeting is impossible until we see the books. This always works).

11. As momentum continues in our direction (polls should be showing a surge by this point) pull together all the strings -- continuing decline of economy, growing ....
