I have always thought states should approve a 2 year budget, then meet for a short session on the off year to remove laws that are no longer relevant.

Can you imagine a candidate running to revoke a law?

They seem to think they must pass a law to govern.

CA is such a mess. The FT legislators make things even worse. Take away some of the platinum benefits. Stop with supporting anchor babies—enough is enough. Start eliminating some misused benefit programs, cut at the thousands of agencies, etc. Red pen needed.
