Yes, I liked “playfully mischievous’; scamp”—though I’m not sure how presidential that is.

No, “scamp” is not very presidential. But “rebel” works, especially considering John O’Sullivan applied that label to Maggie Thatcher in “Rebel With A Cause: Margaret Thatcher, revolutionary.”

Reagan was a rebel also, as evidenced by the term “The Reagan Revolution” applied to both his two terms in the White House and his policies which led to a period of great economic growth.
