No doubt the guy is using a VPN, but that doesn’t mean there aren’t ways to find the person with means such as traffic analysis but they are more complicated.

Even though the emailer said “bland” knife; he may have been using an English translator program. He probably meant a dull knife — not so clean cut — takes longer to kill, etc.
he prolly meant blunt knife. The person just has a poor grasp of English and spelling.
Not necessarily DHCP. It is possible that his ISP changed his IP, but they stay within a range owned by that ISP. If his ISP is Comcast, it will stay in a Comcast-owned IP range, the same for any other ISP.
His IP comes up to myproxy.ca, so he’s using a proxy server to mask his real IP.

Actually, DHCP would not hide his IP address in the manner described. More likely, he is using a small number of anonymous proxy servers and a browser utility that switches between these proxy servers on a regular basis.
