He lists all of the faults of the 'Nation' before he had descended from the heavens of Daley's Chicago, then contrasts them with 'his' (my) Nation and what 'we' (The Axelrod Gang) have done. He doesn't look at this as the same nation that he took over in January, it is His Nation now. He's in control.
Funny that he mentions 9 months, the length of time of human gestation. What is going to be born?
