I my years as a paramedic we could not refuse care or transport to anyone who called 911 regardless of what we thought about the lack of urgency for their medical problem. The reason ...we feared being sued for failure to act. If the government is providing the service they have an immunity from law suit.

Absolute agreement. Paramedics will take you to the ER no matter what. If you refuse, they will make every attempt to persuade you to go. They have no wish to get involved in making a medical call that could result in death, winding up in civil, or worse criminal court.
Not to mention their conscience.

Sure, lawyers have a role, but tort reform is not looking to defer the suit for damages.(I assume you were leading into that topic)
It (tort reform) is looking to cap the punitive damage money which is detached from logic and a factor of jury or societal revenge. I am all for paying logical damages for a injury or for a life or whatever. When you get into discomfort, inconvieniences and then dive into punishment just because........., you are in a area that adds a great deal to the cost of malpractice insurance and that goes directly to the cost of care. This is what we need to look at.

I remember that my Dad almost died when I was 10 (40 years ago) due to a perforated bleeding ulcer. Also, Gastroesophageal Reflux Disease (GERD), which I have, can lead to what is known as Barretts esophagus, which is the result of years of the effects of stomach acid which cause inflammation, and extreme cell damage. Because of the cell damage, the cells mutate and become cancerous which leads to death in about 85% of those who get it.
My esophagus constricted one night about a year ago, I actually thought I was having a heart attack, which it mimics. They had to do an emergency balloon dilation. I am now on Nexium, which helps immensely, although I do have a tendency to choke on food occasionally, mostly ground hamburger or rice. I actually drove myself to the hospital that night...of course I got my butt chewed out by everyone for doing so ; )
