"Fox reports that it was a Coast Guard exercise." That this was an "exercise" so close to land, in New York City, on the anniv. of 9/11, is very doubtful. Unless, of course, it's another Obama decision to scare the hell of out N. Yorkers, (like he did with the low flying AF 1 flyover a couple months ago).

But, it is still near the Pentagon, so your arguments still apply...a training exercise, near the site of a 9/11 attack, on the anniversary of 9/11.
