Back in 2005, Judicial Watch uncovered a Border Patrol survey, also exposed on Free Republic, conducted by the Bush administration in 2004 to determine what impact amnesty would have on illegal immigration. Want to take a guess at the outcome? Even the rumor of Bush's amnesty program led to a sharp spike in (additional) illegal immigration. Here are some of the particulars:

It the US taxpayer is forced to foot the bill, anyone worldwide who needs expensive surgery will just buy a plane ticket ( or walk ) to the United States and show up at one of our hospitals to get free surgery.
Assume the plan is not totally changed through regulation.
It is true that the current text prohibits "affordable premium credits" going to illegal aliens. Let us assume that this provision will actually be enforced (no, I don't believe that it will, but anyway)
If illegals are employed by a business, the business will have to provide them insurance or pay an 8% fine to the government.
How many businesses are actually going to do that? They don't respect employees enough to make sure that they are legal residents beforehand and hire illegals because they are cheaper, so why would they spend money to pay them?
And how many businesses would provide them insurance that aren't doing so already?
OK, so businesses would likely choose the low-cost route and pay the cheaper (8%) fine rather than the more expensive (11%) insurance option.
That means that the illegal will have to get insurance (either public or private) from the Health Insurance exchange. Or pay a 2.5% fine, via their income tax filings.
Private family-based insurance costs, on average, about $11K - $14K per year. Remember, illegals are not allowed to get affordability subsidies from the government. So that means that the illegal will be liable for the entire amount of the premium. How many are going to pay $11K - $14K per year for insurance? Or would they just rather pay the 2.5% fine with their income tax? Especially when the rules on ERs is still such that they won't be able to turn away people.
So, that means that, even using the assumptions forwarded by the liberals, that the system will not work.
Alternatively, if most of them work on a cash basis, they don't file income tax anyway. Why would they create a government record on themselves by getting insurance? Especially if they can just go to the ER for treatment like they do now?
The bottom line is that it won't work, either looking at the real conditions or looking at the Pollyanish liberal assumptions. And ERs will still have to deal with them. The money to pay for the ER visits will have to come from somewhere. Out of the rest of our insurance? Well, they are going to be doing cost-cutting and increasing efficiency, so hospitals may not be able to do what they're doing now. That would be a good question to ask these libs.
It could be tied equally securely to Bernie’s SEC-investigation-avoidance tips. If the SEC administrators are inept & lazy, imagine what Obama-care administrators would be like.

Taken at face value, this implies an illegal immigrant worker with no other source of income would be paying 10.5% of income in penalties and not getting any health insurance (any tax imposed on employers effectively would be borne by workers in the form of lower wages). Which is actually fine by me, but does La Raza know about this? Since La Raza surely would regard it as pretty unconscionable for Obama to “exploit” illegal immigrants in this fashion (using them as a source of revenue to help bankroll his plan even while providing them no benefits), it should be pretty obvious that the fix is in.
Once Obama has enacted health reform in 2009, he’ll turn around in 2010 and make “illegal” immigrants legal—thereby entitling them to benefits. Since the whole shebang doesn’t go into effect until 2013, there’s plenty of time to work things out so that everyone gets what they want out of the arrangement:
1. Obama gets a health plan that allegedly doesn’t cover illegals
2. Illegals no longer are deemed illegal, hence they are eligible for health benefits AND allowed to vote!
3. The enduring gratitude of former illegals for this swindle will confer electoral benefits to the Dems for a generation or more.
If you think savvy political operators like Rahm Emanuel and David Axelrod haven’t thought through all this, I have a bridge in Brooklyn I can sell you for a bargain price.

And the changes to the Internal Revenue Code in Title IV of HR 3200, which would provide some credit up to 50% of premiums(and, by the way, aren't covered by the "illegal alien provision in HR 3200 Section 246). But that credit doesn't apply to "highly compensated" employees over $80,000 per year.
This, of course, assumes that the illegal 'self employed' pays taxes anyway.

I have no idea what fraction of illegals are “self-employed.” I thought the biggest problem was employers who willingly hire them because they are willing to work for lower wages/less benefits than equivalently skilled workers in the US (if the latter weren’t true, then why even take the legal risk of hiring them in the first place?).
So an employer with illegals who decides to “pay” rather than “play” will have to pay a penalty of 8% of payroll, including whatever payroll is attributable to illegals. For non-illegals, the non-covered workers can legitimately go to the Health Insurance Exchange to get coverage, and even will be entitled to subsidies to help pay for it. Thus, the tax subsidy they now get in the current system for their coverage (which averages 30% for workers overall, but probably may be closer to 15-20% for the lowest paid workers) will be replaced by a different set of subsidies in the Exchange—the exact amount depending on a worker’s income relative to poverty.
For many low wage workers, the “pay” option still is a better deal. A minimum wage worker, for example will pay a penalty of 8% ($1160 a year assuming 2000 annual hours of work), but may be eligible for a fully subsidized health plan worth $5,000 through the Exchange. But illegals won’t be able to purchase through the exchange. They’ll pay the penalty, but won’t get any benefit etc. As I say, this is fine by me, as it may radically reduce the supply of illegal labor among employers.
The calculation for self-employed illegals probably doesn’t change at all since as you say, they either aren’t subject to the employer mandate due to size of their operation or it’s largely off the books anyway.
It’s certainly possible that Obama is one sneaky SOB and actually intending for health reform to be a backdoor way to substantially stem the tide of illegal immigration into the US, but nothing else I’ve observed about the man suggests this is likely. Hence, something more sinister likely is afoot.
