BARACK Obama's ambitious push for a government-run health insurance scheme to cover many millions of uninsured Americans looks dead in the water.
The US President's chief promoters have been signalling a significant retreat from the key domestic policy of his first term, just days before Mr Obama addresses a joint session of the US congress tomorrow to argue his case for reform.
After weeks of contention about where Mr Obama stands, White House press secretary Robert Gibbs declared yesterday: "I'm sure he will draw some lines in the sand."
But the sand lines will be unmistakably several steps back from the original public option pledged by Mr Obama to look after the 46 million Americans who lack health cover.
Instead, the emphasis has shifted to improving coverage for the 80 per cent of the US population that already has private health insurance but risks getting tipped out if they have pre-existing medical conditions or get seriously ill.
For those who lack insurance, a compromise is being proposed to make it more affordable for them rather than guaranteeing cover.
Although coy until Mr Obama spells out exactly what he wants in his speech tomorrow, the administration is leaning towards support for a public scheme that is triggered only if private health funds fail to reduce insurance premiums to affordable levels.
Such a proposal, based on a compromise raised by a Republican senator, Olympia Snowe, would mean no guarantee of a public health scheme.
Many observers say opponents of universal health cover - chiefly the Republican Party and the private insurance companies - would work to ensure no threshold for kick-starting a public scheme was ever reached.

BHO's Obamacare is really sick and sorry, from a Freeper's perspective. Period.
Given the fiascos that the non-presidential, arrogant Obama adminstration has cooked up - like the obscene throwing of large amounts of money down the tubes, bankrupting future generations, cash for clunkers, white-washing Islamic murderers... only the most die-hard of the Democrats wants to be near or associated with or vote for anything he proposes. Parents don’t want him near their kids and themselves.

HEY 0bama-how about giving all the stimulus money to people that don’t have A JOB or health insurance RATHER THEN millions to green crap making Al Gore and his SIL and all of you’re corrupt buddies, rich? Or billions to endowments of the arts and skateboard parks. Are you on crack and a crook, or just a crook?
ObamaCare isn’t well enough for surgery. My recommendation is to give it painkillers and allow it to die with dignity...
The problem is he can not let it die. It’s the end of his presidency if he does. He is between a rock and a hard place.
“...the administration is leaning towards support for a public scheme that is triggered only if private health funds fail to reduce insurance premiums to affordable levels.”
Con job.
Absolutely not.
Commie, step away from my doctor!
Leads to this:
If “triggers” are put into the bill, then is a 100% that those “triggers” will be reached and the government option begins. No “Triggers”...no Obama healthcare.....
Nah.
All Obama has to do is just give the right speech - tommorow night - and Americans will support government controlled health care.
It’ll work this time. If not, he’ll give another speech, and another, until it works.
