"Id have bet money that 2 out of 5 is 40%." Back (Many moons ago) when I was an electrical engineering student (With slide rule only, no computer, no calculator) 2 of 5 was 40%.
Now with politically correct crowd(and a PC that can calculate rings around my slide rule, and not wanting to offend CA it might not be 40%. . . . . .

The last time employment levels among this group were this low was February 1977, according to a study by the California Budget Project, a Sacramento-based nonprofit research group that advocates for lower- and middle-income families.
Well..., that's not the typical way that unemployment/employment figures are given, or else they wouldn't have a figure of 40% (that's 2 out of 5). The best I can figure it would be to go back to February of 1977 and see what they stated the unemployment figures were then. That would be the figure that would be relevant now.

First-time claims for unemployment declined 5,635 to 67,901 in the week ended Aug. 8, reports the U.S. Labor Department.
It was the third week in a row that initial claims have dropped in California and the lowest number of filings since the week ended May 30, when workers filed 64,605 claims.
