Looks like it is left over from the filming of True Lies. Actually, that is left over from Henry Flagler's Florida East Coast Railway that was built through the Keys and was destroyed by a hurricane in 1935.
A highway was built using the remaining pilings. That's why the road is so much wider than the foundation, as the foundation was originally built to support only a single line of railroad track.

A similar situation happened here in Greenville SC this past spring...some guy having just left a local country club wedding reception drove his Maserati at least 85MPH on a 35MPH road, went off through a field (about 400-500 feet) hit a berm and flew into the back of a house, went straight through, but sadly killed the owner sitting in his living room watching t.v. The driver of the car claimed he swerved to miss a deer. Needless to say it’s big news down here and the guy will be going on trial for murder...yes, he’s been charged with murder.

Yes, the one in the article is definitely a ground effect vehicle.
It flies for a short distance, and the firmly re-establishes contact with the ground.
