A recent parolee who was in prison for nearly 30 years for a 1977 rape has been charged in connection with a sexual attack early Tuesday morning in Lincoln Park, police said today.
Julius Anderson, 59, was released from Big Muddy Correctional Center on June 25, according to records from the Illinois Department of Corrections. He was arrested at about 1:30 a.m. Wednesday after police traced a cell phone signal from a stolen phone.
Anderson has been charged with four counts of aggravated criminal sexual assault, one count of aggravated criminal sexual abuse, one count of aggravated kidnapping, one count of home invasion, two counts of burglary and a count of robbery, police said.
Police said the recent attack occurred Tuesday near North and Clybourn Avenues as a 28-year-old woman was walking to her boyfriend's home from the CTA Red Line station at the intersection.
She was listening to music on headphones and apparently did not hear a man walking behind her, police said. When she arrived at the front door of her boyfriend's home, the attacker came up behind her and held a knife to her throat and forced her into the residence, police said.

Records show that Anderson was registered as a sex offender living in the 2100 block of West Warren Boulevard. He was listed as "compliant."

When this sort of thing happens the members of the parole board should be forced to stand trial for being an accessory to the crime. And if convicted should be sent to prison along with the accused. With that knowledge hanging over their heads, we would see a lot less paroles.
