I think the decent thing to do in his honor is to do what he would have wanted...

As his death approached he recanted his former stand on US senatorial replacements in MASS...

Poor Teddy did not get around to changing every law he had every past..

But I am sure he meant to do so...

I just know he meant to recant on his desire for AMNESTY for those 30,000,000 illegal aliens...

BTW, I believe that illegal immigration is related to Obamacare in at least two ways:

1) Many of us on FR have already thought about the first one. The Dems voted down an amendment that would have toughened the eligibility checks. Max Baucus said that would have been “too explosive.” I wonder to whom he answers. And I believe that cuts to older US citizens’ heathcare will go to pays for illegals’ healthcare.

2) I have not heard this one mentioned. Leftists keep telling us that the US has a lower life expectancy than Japan. But Japan does not have 30 million illegal immigrants from 3rd world countries. Not only would people from Mexico, etc. have a lower life expectancy (which would lower the statistical average lifespan here), but they also seem to bring in diseases.

Wonder why California is broke??? Senior Illegal aliens!

Yes, there are plenty of reasons, and here is just one! California gives over and above what the feds give to Illegal Aliens. Yesterday I was at my doctor’s office and picked up a booklet funded ‘with a generous grant from the Calif. Bar Foundation’, titled, “Seniors & the Law” A Guide for Maturing Californians. They pointed out many programs, such as property tax deferment for seniors in financial trouble, that have been eliminated because of budget cuts...but they didn’t cut this one!

“California’s cash Assistance Program is for Seniors.... turned down because of their immigration status....such seniors may be able to get almost the same amount of cash as they would have through SSI”

GAO report faults Border Patrol on checkpoints

PHOENIX (AP) - A draft government study found the Border Patrol isn’t measuring how its checkpoints along the border affect the quality of life in surrounding communities.

One of the findings of a Government Accountability Office draft report was that the Border Patrol hasn’t documented how many agents it needs to confront smugglers sneaking around a proposed permanent checkpoint on Interstate 19 in southern Arizona.

Residents near a southern Arizona checkpoint have complained that illegal immigrants and smugglers are flooding their community as they sneak around the roadblock.

The Border Patrol operates a checkpoint at an overpass in Tubac, Ariz.

The report is scheduled for release Monday.

The Associated Press obtained its highlights on Friday from a congressional source who asked not to be named because the report hasn’t been officially released.

The Government Accountability Office, the investigative arm of Congress, examined the performance of checkpoints and the extent to which Border Patrol considered the effect of checkpoints on nearby communities.

Border Patrol spokesman Omar Candelaria and C.J. Karamargin, spokesman for U.S. Rep. Gabrielle Giffords of southern Arizona, declined to comment on the draft report.

Former U.S. Rep. Jim Kolbe, who left office more than two years ago, had supported measures that had withheld funding for permanent inspection stations.

Kolbe argued checkpoints that are periodically moved are more effective than permanent ones because they introduce the element of surprise to smugglers.

Kolbe, who reviewed the highlights of the draft report, said his reading led him to believe that the GAO examination won’t contribute to the resolution of the debate over checkpoints.

“The basic question all along is the relative value of mobility versus permanence, and they don’t touch that at all,” Kolbe said.

The report said the Border Patrol uses agents and technology to seek out people who are sneaking around checkpoints, but other priorities prevent the agency from putting more than a minimum number of agents in such areas.

“The fact that the checkpoint strategy intends to push illegal aliens and smugglers to areas around checkpoints - which could include nearby communities - underscores the need for the Border Patrol to ensure that it deploys sufficient resources and staff to these areas,” said the draft report.

The report said the Border Patrol has ways to gauge its checkpoint operations, but they didn’t indicate if they were operating effectively.

GAO found a lack of management oversight and unclear guidance on collecting checkpoint data led to an overstatement of their performance in 2007 and 2008 and that these factors hindered the agency’s ability to monitor the need for improvements to the program.

“We are heartened that GAO has found the same flaws in the collection and reporting of data by the Border Patrol that the citizens are concerned about, and we are very supportive of their recommendations,” said Nan Stockholm Walden, whose family runs a nearby agriculture business She said she isn’t against all checkpoints, but believes that mobile checkpoints are the most effective way of monitoring the roadway.

The Border Patrol followed its guidelines for considering community safety and convenience in four recent decision on where to put checkpoints, including the proposed permanent checkpoint in southern Arizona, the draft report said.

Traffic volumes were a key factor of the I-19 checkpoint, but weren’t considered when determining the number of inspection lanes for three recently completed checkpoints in Texas.

Without comment on the draft report, Candelaria said the Border Patrol’s primary concern is for the safety of communities and that until the agency has enough resources to stop everyone trying sneak across the border, the checkpoints are a critical additional layer of defense.

GAO recommended that the federal government establish controls for overseeing the accuracy of data on checkpoints and use its quality-of-life measures to evaluate the effects on checkpoints on communities.

DHS starts social network about Southwestern border

Moderated social network will focus on border security, immigration laws

The Homeland Security Department has created a moderated social network designed to spur informed debate and discussion about topics related to the United States’ Southwestern border.

The network named Our Border is hosted on the site Ning.com and is open to everyone. But although posted content is visible to anyone who visits, people need to have an account with the Ning network to participate, DHS said. However, the network is administered and moderated by DHS and all content is reviewed by the department before it’s posted, according to the network’s content policy.

DHS will use the network to communicate the department’s policy, post photos and videos, and engage in dialogue, according to the policies detailed on Our Border. The department administers the network and plans to eventually use Ning’s live chat feature on Our Border, according to DHS’ privacy impact assessment.

Four discussion groups are currently available on the site: Customs and Border Protection, Comprehensive Immigration Reform, Immigration and Customs Enforcement, and Citizenship and Immigration Services.

According to DHS’ policy, although the Ning company requires users to submit personally identifiable information (PII) such as e-mail addresses and dates of birth when registering, the department won’t actively collect or gather that information or put it into DHS’ systems of records.

DHS also said that although Ning’s privacy policy indicates that Ning uses persistent cookies and other Web tracking technologies on Our Border, the department won’t have access to the PII contained in the persistent cookies. Users also won’t be allowed to add third-party applications to Our Border to help protect privacy, DHS said.

To mitigate risk associated with persistent cookies, the department is also providing clear notice about the type of information being collected, how it’s used, the purpose of collection, and the privacy safeguards that are applied to it, according to DHS’ recent privacy impact assessment.

Meanwhile, DHS will also take steps to make sure people know about the department’s involvement in the program, according to the assessment. For example, DHS will post on its Web site its own content and privacy policies, provide them on a prominent link on every page, and identify itself across the network to make clear that the department is sponsoring the effort, the assessment said.
The assessment, dated Aug. 10, also said DHS Secretary Janet Napolitano approved using the technology for Our Border as required by guidance from the Office of Management and Budget that generally prohibits agencies from using such Web tracking technologies.

The Our Border effort aims to facilitate the creation of a “civic network.” The effort was in accordance with President Barack Obama’s Transparency and Open Government Memorandum that directed agencies to use new technologies to engage the public, DHS said.

Ted Kennedy pushed SEVEN amnesties into law. None was followed by a reduction in illegal immigration.

1. In 1986, Ted Kennedy’s blanket amnesty for 2.7 million illegal aliens promised a lot more enforcement but did not set any requirements for actual reductions in illegal immigration.

2. In 1994, Ted Kennedy’s Section 245(i) Amnesty gave legal residence and jobs to 578,000 illegal aliens. It was a temporary rolling amnesty primarily for extended family members of immigrants who instead of waiting in line, come on to the country illegally.

3. In 1997, Ted Kennedy’s extension of the Section 245(i) rolling amnesty was followed by an increasing flow of illegal immigration.

4. In 1997, Ted Kennedy also won an amnesty for close to one million illegal aliens from Central America. Illegal immigration sped up some more.

5. In 1998, Ted Kennedy won an amnesty for 125,000 illegal aliens from Haiti.

6. In 2000, Ted Kennedy got the so-called Late Amnesty, legalizing another 400,000 illegal aliens who claimed that they missed out on Kennedy’s 1986 amnesty.

7. In 2000, Ted Kennedy also won the LIFE Act Amnesty for an estimated 900,000 illegal aliens. It was another reinstatement of the rolling Section 245(i) amnesty...an estimated 900,000 illegal aliens. Illegal immigration accelerated.

Unchecked and fully integrated illegal immigration IS the disease. Another liberal tumor which has been growing since 1965 and, just like Ted's, will eventually kill the host.
