I really should not have stated that “EVERY solar scientist” expects rapid ramping up.
Livingstone and Penn of the NSO have measured that the magnetic field of sunspots has been decreasing. Since sunspots are a result of magnetic field activity, if this continues sunspots could disappear. However their data does not even go back as far as 1990, so there really isn’t any reasonable expectation of what to expect.
