Blair Holt's Firearm Licensing and Record of Sale Act of 2009 - Amends the Brady Handgun Violence Prevention Act to prohibit a person from possessing a firearm unless that person has been issued a firearm license under this Act or a state system certified under this Act and such license has not been invalidated or revoked. Prescribes license application, issuance, and renewal requirements.
Prohibits transferring or receiving a qualifying firearm unless the recipient presents a valid firearms license, the license is verified, and the dealer records a tracking authorization number. Prescribes firearms transfer reporting and record keeping requirements. Directs the Attorney General to establish and maintain a federal record of sale system.
Prohibits: (1) transferring a firearm to any person other than a licensee, unless the transfer is processed through a licensed dealer in accordance with national instant criminal background check system requirements, with exceptions; (2) a licensed manufacturer or dealer from failing to comply with reporting and record keeping requirements of this Act; (3) failing to report the loss or theft of the firearm to the Attorney General within 72 hours; (4) failing to report to the Attorney General an address change within 60 days; or (5) keeping a loaded firearm, or an unloaded firearm and ammunition for the firearm, knowingly or recklessly disregarding the risk that a child is capable of gaining access, if a child uses the firearm and causes death or serious bodily injury.
Prescribes criminal penalties for violations of firearms provisions covered by this Act.
Directs the Attorney General to: (1) establish and maintain a firearm injury information clearinghouse; (2) conduct continuing studies and investigations of firearm-related deaths and injuries; and (3) collect and maintain current production and sales figures of each licensed manufacturer.
Authorizes the Attorney General to certify state firearm licensing or record of sale systems.

This legislation is languishing in committee, and probably isn’t going anywhere soon.

A “cute” bill, it forbids the transfer of any gun by inheritance or gift within a family.
I’m almost willing to dare them to bring it up for a vote. (almost!)
2010 will be 1994 all over again, in spades.
I have a few 45’s and if they try to enact this POS into law then I will be ready for them to confiscate them.

I had asked the Freepers to put the initials of their gun group in their tag line or profile page. It looks like it’s time to ask again.
This garbage of a bill has been around for a while. There are plenty of sites that spell out all the details of this little gem. It was written by Bobby Rush D-Illinois (go figure on that one). Essentially it makes law abiding citizens ask permission to own a firearm, even if they have had the firearm for many years. It is a real stinkerino, but it fits will this control freak administration. Good news is that as of now, no one else has signed on to this. It belongs to rep rush. Oh, and the honorable rep rush has a criminal record, something to do with the illegal possession of a firearm. Got to love the irony.

While it does seem to me that gun owners (and lots of other folks) are more politically aware and active now than at any time than I can remember, I am somewhat amazed at how many of them did NOT take advantage of the free membership offer! My wife and daughters all did.
As stated, this bill has been around for a while.
I think they are pretty much holding back on gun control for now. I think we will see the push for Health Care , and then Amnesty for Illegals before the 2010 elections.
After that, we will probably see a push for gun control, as a response to some mass shooting. Like at town hall or a polling place. Any form of registration will be required first as a prelude to confiscation in the future.
Maybe I’m wrong, but I think gun control is just on hold. They’ll unleash at the proper time after they have stolen our freedoms in other areas first.
