Specter said he wouldn't vote for that.

The Medicare prescription bill has a penalty for every medicare recipient who fails to sign up for an 'approved' prescription drug plan. That penalty, once imposed, continues to be imposed, even if the recipient signs up for a drug plan in later years.

He said it was too vague.

I can't tell if the guy is senile, uniformed, uninterested, flippant,confused or a combination of all of the above. I can't imagine this being good for him in his upcoming election.
