Colorado where: They want to tax you on captured rain water and if you have a solar panel providing power to your house and are hooked into the power grid to put unused power back into it, the power company wants to charge you a fee ...... Colorado Springs has Falcon AFB and the USAF Academy. Many retired military in that city as well.
