Calif. budget deal: No new taxes, many big cuts

Gov. Arnold Schwarzenegger and California's legislative leaders have agreed on a plan to slice $26 billion from the state’s recession-ravaged budget, cuts that would hit the elderly and poor the hardest.

The governor and leaders from both parties announced the compromise late Monday after more than five hours of closed-door talks. If the agreement survives its run through both houses of the Legislature, it would provide temporary relief to an epic fiscal crisis that has captured national attention...

It's very important, every time the story of "cuts" is repeated, to show that the "cuts" are a lie, and that the budget is in fact being increased.

Maybe they’ll rediscover the startling truth the less government subsidizes something—poverty, for example—the less of it they get.

The important chart is Figure SUM-03, which is the governor’s current proposal including all proposed solutions.

Figure SUM-01 is the original baseline (I think from last year), and Figure SUM-02 is from the revision from last December. Changes to 2008-2009 had a carryover effect on 2009-2010.

Why is everybody celebrating?

In the "Alice-in-Wonderland" world of politics, cuts never mean cuts. All the reductions in salaries, benefits issued and hours worked will be repaid in the future, when the problem returns with a vengeance.

It’ll be interesting to see if their forecasted 21.7% increase in sales tax revenue occurs, or the 59.4% increase in liquor tax receipts. I don’t know what the “oil severance tax” is or why it is expected to go up 138%...

Did anyone besides me notice that, on the charts linked to in this post, the "increase from 2008-2009" is shown clearly for expected income, but not for expenditures?

No one can overestimate the stupidity of the California voter; or the cupidity of the California legislator or of the "public" (ha!) servants!

Let me make a prediction for you all in kalifornistan. The kali govt will make cuts in police and fire protection. They will close prisons and let convicts loose. They will create utter chaos so that a lot of kali types scream that they need more government. Then they will go back to their old ways. It happens time after time all over the country. They don’t give a rat’s ass about the taxpayer, only about thier cushy jobs. “I didn’t get a harrumph outta that guy”.

I hope all the elderly and poor take note that this budget was balanced on their backs rather than being shared by the state employee’s union. Other than a few days furlough a month, sounds like the unions with their cushy benefits and pensions and their double dipping abuse was spared. That’s where the BIG money is. Next time around, that’s where the cuts HAVE to come from.
