A Republican Mayor needs to put forth a proposal (in jest of course) to have citizens turn people in for pens for $1000.
Hyperbole makes a point. And sadly, nobody is doing it, instead marching in lock step which the Constitution is shredded.

When this comes to pass, Newark will be transformed into a paradise of non-violence and brotherly love. All the birds will sing, cats and dogs will be friends, and rainbows will fill the sky. Candy will rain down whenever there are clouds. On weekends, everyone will go to Atlantic City and come back a winner.
Just one more law, one more piece of legislation, one more state-funded program, one more rule, one more regulation, one more layer of bureaucracy, and they'll have it! Paradise is within their grasp.

Of course, anyone who snitches on a criminal for $1,000.00 is a complete idiot who doesn't value their own life very much.
The net result will be that criminals will, by and large, keep their guns (or know where to get more if they lose them), while the people who have them for self protection will be ratted out and left to fend for themselves, largely helpless.

This is NEWARK NJ whic is, from time to time, the high-crime center os the US. The people roaming the streets with guns are not accountants, priests, or rabbis, they are the dregs from the ghettos. Taking their guns away sounds like a good plan to me.
