WRONG! The GOP could have blocked this by having all committee members vote NAY.

WRONG! Even if all GOP committee members vote NAY, the dems will still easily get the issue to the floor on a party-line committee vote.

NO! They rules are that there has to be at least ONE minority Yea vote.
