If it’s born alive “accidentally,” and then we kill it (like Obama says we can do legally . . . you know . . . put in a medical waste bin or closet to die), do you get a COLB that you can cash in?

I have an idea let Chuck give everyone $500.00 out of his personal funds. See how he supports the idea then.
I propose that Chuck be forced to pay this tab until he can get up in the well of the senate and point out the exact phrase in the constitution where this is authorized.
In fact we should apply that to everything these libs propose. The sponsoring congressman must pay for any new program out of personal funds until they can point out where it says in the constitution that said program is authorized.
