Who is the greater threat Iran or North Korea

I was reading the above linked article about our "UN sanctions" that allow us to track but not board north korean vessels without permission and thought I would pose the question... who is the greater threat N Korea or Iran

WASHINGTON (AP) — U.S. officials said Tuesday that a North Korean ship has turned around and is headed back toward the north where it came from, after being tracked for more than a week by American Navy vessels on suspicion of carrying illegal weapons. The move keeps the U.S. and the rest of the international community guessing: Where is the Kang Nam going? Does its cargo include materials banned by a new U.N. anti-proliferation resolution?

Pakistan,Iran and North Korea. Amazingly North Korea does business with both Pakistan and Iran.. They have this sort of nexus. I added Pakistan to the list because there is a real threat that Islamofascists will steal their nuclear weapons.

I dunno, it strikes me that they are partners doing R&D together.
Also.somehow, Korea has this big satan little satan (or something very comparable) rhetoric going.... I wonder where he learned it?
I would say they are ideological partners, excepting the Iranians have better capitalization.

Iran. Iran is part of a worldwide, hate-America, hate-Israel movement, and mentally ill. Any blow Iran might strike against us in the name of allah would be roundly cheered in 57 countries. N. Korea is utterly isolated and mentally ill.

There is little to guess. NK is testing the waters, and will continue to do so until it fully understands West's monitoring methods. NK dictator may scream and threaten all he wants, but NK generals are not idiots, they understand realities and will act accordingly. They also understand that if they lose a shipment their heads will roll, probably literally.

All test ships will be having only legitimate cargo for two reasons. First, NK can't risk a shipment; second, it will have a better cause to complain if any of these ships are actually inspected.

NK will wait until a good pattern of avoidance emerges - say, a fishing trawler does fishing for some usual time and then comes to some foreign port to sell the fish. If such a trawler is never inspected it becomes a candidate for illegal cargo transport.
