WASHINGTON President Obama told congressional lawmakers Thursday that he would push for an overhaul of the nation's immigration system by early next year. But during the White House meeting, a new political obstacle came into view: how to regulate the influx of foreign workers.
The issue was raised by Sen. John McCain, R-Ariz., a principal architect of past attempts to rewrite immigration laws. McCain challenged Obama and other Democrats to stand up to labor unions that are pushing a plan business groups fear could be overly restrictive in admitting future immigrant workers.
"I would expect the president of the United States to put his influence on the unions in order to change their position," McCain said after the hour-long session that included Obama, Vice President Joe Biden, senior White House officials and about 30 lawmakers from both parties.

Four immigration related amendments that were attached to the House Homeland Security Appropriations bill were adopted during a vote on Wednesday night. The amendments were offered by Rep. Gus Bilirakis (R-Fla.), Steve King (R-Iowa), and Jerry Lewis (R-Calif.).
One of two amendments offered by Rep. King would prohibit any funds in the Act from being used to employ illegal aliens. This amendment passed by a vote of 349-to-84.
Rep. King’s other amendment would increase salaries for U.S. Customs and Border Protection. This amendment passed by a vote of 240-to-187.
The amendment offered by Rep. Bilirakis would increase spending for ICE, specifically the Visa Security Program. Rep. Bilirakis’ amendment passed by a vote of 423-to-6.
The amendment offered by Rep. Lewis would shift $34 million to U.S. Customs and Border Protection for hiring of 200 additional Border Patrol agents. Rep. Lewis’ amendment passed by a vote of 375-to-55.
Several other immigration-related amendments were offered, including an E-Verify extension and mandatory use of E-Verify by federal contractors, but the House Rules Committee did not allow votes on any other amendments. The Republicans shut down the floor debate over the closed rule because they felt the Democratic leadership was reluctant to take roll call votes on immigration-related issues.
