Cap & Tax: Nobody Read It ... Because It Doesn't Exist [Andy McCarthy]
Nobody could have read the bill the House passed last night because there is no bill. There apparently wasn't time to pull together a finished product that accounted for the hundreds of pages of amendments because of Pelosi's headlong rush to slam this lunacy through before anybody had a chance to learn what was actually in it. So there is no "it" that all the pages and pages of words can be found "in." Democrats have passed a concept not a bill. It seems like, historically, voting on a vague or non-existant bill is really a transfer of power and responsibility from the legislative branch to the executive branch. The details will be filled in by the regulators in the executive branch. For reference see: TARP bill, and everything passed since January 20...

I’m not sure that they even planned on voting on it when they did. Everything with Obama is sleight-of-hand and the death of Michael Jackson had the country so tied up that it provided them an excellent distraction from this travesty. I think they simply seized upon the timing to pass whatever they could.
