An Obama administration official says the Treasury will propose the creation of a regulatory agency to protect consumers in their credit, savings and other banking transactions. The CRA on steroids: picking out who banks must lend to at below market rates with zero expectation of being repaid and who the banks cannot lend to no matter what the downpayment or high credit score.
