They can be sucked up by cyclones/ hurricanes and deposited far, far off, later.
Fish have rained down this way, before.
Tadpoles would have been able to come from much, much farther places...

Exactly! I was going to say watch out, all those tadpoles are probably tiny baby Godzillas. Weird stuff happens all over the place, but when it happens in Japan...it’s probably Godzillaesqe.

Aren't tadpoles freshwater creatures? If so, they would have had to originate from some source other than the ocean - which greatly reduces the number of prospective sources.

There are saltwater frogs in S.E Asia. It’s the Monsoon / Cyclone season right there now.
S.E Asia isn’t that far off of Japan.
