It was toward the end of the speech. Here’s the relevant passage from the full text at politico.com:
“On science and technology, we will launch a new fund to support technological development in Muslim-majority countries, and to help transfer ideas to the marketplace so they can create jobs. We will open centers of scientific excellence in Africa, the Middle East and Southeast Asia, and appoint new Science Envoys to collaborate on programs that develop new sources of energy, create green jobs, digitize records, clean water, and grow new crops. And today I am announcing a new global effort with the Organization of the Islamic Conference to eradicate polio. And we will also expand partnerships with Muslim communities to promote child and maternal health.
“All these things must be done in partnership. Americans are ready to join with citizens and governments; community organizations, religious leaders, and businesses in Muslim communities around the world to help our people pursue a better life.”
In the context, the word “our” sounded strange to me. After all, OUR people already have a better life; nor do I see how “joining with muslim communities” in any efforts will improve our already better life. I can see how it would improve theirs.
The examples he mentions right before that:
development in Muslim-majority countries
open centers of scientific excellence in [muslim countries]
appoint new Science Envoys to collaborate
eradicate polio
promote child and maternal health
...are all examples of help going from US to THEM. And then he says Americans are ready to join with THEM to help OUR people pursue a better life. Like we need their science envoys, or their help to develop our country, or their help to eradicate polio and advance our maternal and child health.
Thus, the only way that “help our people” comment makes sense is if he were one of them.
