Hmmmmmm. Martial Law is defined by the setting aside of normal law. So here we have a normal law that restricts martial law. The logic is perplexing.
That said, I salute their spirit.

Mine were lost on a fishing trip when the boat tipped over......we managed to hold on to the stringer of fish tho.
